Lazer Rifling is a possible Perk you can learn during the leveling process of your character.
Perk Description
+5% (flat) increase to your hit-chance cap.
Important notes
This means you can reach up to 100% hit chance. It also increases your overall hit chance by 5%, not just the cap. Meaning a target with 26% hit chance would have 31% hit chance if you have Lazer Rifling.
This does not remove 0% hit chances. Because a target with -5% (0) hit chance would still have 0% hit chance, it merely moves the distance at which you have 0% hit chance further out.
