Armor Efficiency is a possible Perk you can learn during the leveling process of your character.
Perk Description
A partial Armor Bypass is 20% less severe for you.
Important notes
Your Bypass Strength Resistance is increased by 20%. Basically, when receiving partial armor bypasses that ignore a percentage of your armor value, they will now ignore 20% less armor. This value is not multiplicative, but additive. Meaning, if you had 80% Armor Bypass Resistance already, then take this perk, you would have a full 100%.
