Blinding Strike (Weapon Perk) is a possible Weapon Perk a weapon can have.
Weapon Perk Description
Target suffers -2 Perception for the purposes of resisting Blinds and Disorients.
Important notes
This effectively results in -10% Critical Perception if rolling for blinds or disorients. If the target has more then 100%, you might still not be able to apply blinds or disorients on them.
