Gain Perception is a possible Perk you can learn during the leveling process of your character.
Perk Description
Gain Perception gives you +1 Perception.
Important notes
The Perception you get, can bring you over 10 Perception, resulting in 11 Perception, if you take it at 10 Perception.
The Perception you get gives you all the benefits, as if you would have taken it during character creation. It will not increase the Skills it is associated with, however.
